Unable however to expend great resources into Skyrim due to the threat of a second Aldmeri Invasion and also the looming threats of Hammerfell and Black Marsh the Empire's efforts into Skyrim were minimal and as of 4E 201, the battle is at a cross-roads with territory being gained and lost without any strong sway for either side.
Seeing the potential to reclaim the rebelling states of Skyrim, The Empire sided with the Holds of West Skyrim and unified together under the mighty military force of The Legion.
Only Whiterun Hold, the central Hold of Skyrim remains neutral on the matter and as such acts as a buffer between the two warring sides. Due to the conflict in whether it was a fair battle those that oppose Ulfric (Falkreath Hold, The Reach, Hjaalmarch & Haafingar) do not consider him High King and reject his claim to the throne. The initiation of this revolt began with High King Torygg, leader of Skyrim was killed in a battle with Jarl Ulfric Stormcloak of Windhelm, during the battle, Jarl Ulfric used the Voice, an ancient Nordic talent that has been passed down through generations of Nords from their ancient Atmoran ancestors, to slay High King Torygg. Skyrim's people began to revolt, of the Nine great Holds of Skyrim, four (Eastmarch, The Rift, Winterhold & The Pale) seceded and have begun a war with the Empire to secede the rest of Skyrim from the Empire. One of the agreements within the White-Gold Concordat was the dissolution of the Temple of Talos and outlawing of his worship as a God, this infuriated the Nords of Skyrim whose noble traditions saw Talos as a great and mighty Nordic hero. The Empire of Hammerfell has seceded from the Empire and with the previous secession of Morrowind and Black Marsh, The Empire is in the weakest state it's ever been in.
Following a grueling war with the Aldmeri Dominion, a rival faction that had developed out of the now seceded Summerset Isles, Valenwood and Elsweyr, the White-Gold Concordat a series of agreements was signed that caused massive uproar in the various regions of the Empire. The year is 201 of the fourth Era, the Emperor of the Empire is Titus Mede the II, considered by many as a tactical coward especially in the lands of Skyrim and Hammerfell.
